  • Program Officer / Assistant Program Officer (Children-in-Ministry Department)(Station in Guangzhou)

    Purpose of the position:

    The position supports the design and implementation of Technical Programmes in areas of Child Protection, Education and Lifeskills and child participation in WV project areas. The position has to support Technical Lead to coordinate and develop capacity building for field operations and local partners for effective activity implementation. The position has to work closely with departments (including DME and Advocacy) in WV China and on quality programming and on identifying potential partnership with technical expects in Mainland.

    Responsibilities:

    • Provide technical input in specific subject matters in Child Protection, Lifeskills education and child participation

    • Capacity building for staff and other stakeholders matters in Child Protection, Lifeskills education and child participation

    • Identify and engage with partners at local and international level for project implementation

    • Design, implement, monitor and evaluate special funded projects that are addressing specific issues of children with vulnerabilities (e.g. child-focused programming, disability, children in crisis programming and children in emergencies).

    • Support/development of training modules, tools and guidelines to support Child protection and education programming

    • Identify new project initiatives, support the preparation of proposals and communicate with local partners

    • Identify and engage in higher level collaboration with provincial partners, INGOs, and LNGOs in mainstreaming of WV’s programmes

    Requirements:

    • Bachelor Degree or above in Policy, Public Administration, Social Sciences or equivalent fields, preferably focusing in child welfare and development, social work

    • Minimum 5 years of experience working (including project management) in specific technical subject matters (e.g. Education & Life Skills, Child Protection etc) or children related services.

    • Knowledge in planning of training outlines, preparing training materials and conducting training to sectoral practitioners (teachers, CBO workers and government officials)

    • Knowledge in the development and contextualization of programming tools and activity guidance in the subject matter

    • Strong skills for relating and working with children

    • Understand issues on the education, child protection, children development and child rights in Asia and international context and relationship to policies in China

    • Knowledge of project management and experience in project design and proposal development

    • Proactive and dedicated to coach a team of technical specialists who are with different cultural and technical background

    • Self-motivated, good management (including time management and self-management skills) and organizational skills.

    • Good command in written and spoken Chinese (Putonghua) and English

    • Frequent travel within China is needed

    • Candidate with less experience will be considered as Assistant Program Officer.

  • Assistant Health Officer/Health Officer(Guangzhou office)

    Responsibilities:

    • To provide technical support to health projects in China, with focus on Water and Sanitation and Hygiene (WASH), child injury and health/nutrition. The technical support includes training and capacity building of project teams in health programming (design/monitoring/evaluation), quality assurance and developing of tools/guidelines/health materials.
    • To assist Health Department Head in developing and adapting innovative health interventions in the health ministry in China.
    • To assist Health Department Head in developing proposals for health projects.
    • To document and share best practices and success stories/cases
    • To assist Health Department Head in networking and liaison with health related governmental and non-governmental organizations.

    Requirements:

    • Degree holder in Public Health/ Medicine/ Nutrition / Nursing/ Health Behavioral Sciences/ Medical Anthropology or other field related to health.
    • At least 2 years of experiences working in health related work.
    • Have great interest in public health development and rural health care in China, particularly in water, sanitation and hygiene (WASH), child injuries and other child health issues.
    • Having previous work experience in local or international NGO (preferred but not required).
    • Good knowledge of development or related work experience (preferred but not required).
    • Independent, responsible, team-player or willing to learn how to work in a team, have interest in working with people.
    • Sensitive to the different cultures in China and willing to serve the marginalized groups and vulnerable children in China.
    • Fluent in written and spoken English and Chinese (Putonghua).
    • Good computer skills, in both English and Chinese.
    • Work in Guangzhou  office
    • Travel within China is required.

  • Assistant Program officer/Program officer (Xi'an)

    Responsibilities:

    • Work with field-based staffs and sectors to identify funding gaps, develop concept papers and prepare proposals

    • Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary

    • Work with project managers to review monthly, annual and end-of-project narrative reports, and prepare donor and  National Office updates as required

    • Assist project managers in development and implementation of systems that will support the organization’s efforts to monitor and evaluate its programs, to track information on project implementation, to store vital program documentation, and to gather and store information vital to communicating project impact and promote pro-active learning

    • Assist in monitoring program progress to ensure donor compliance and program quality and discuss/initiate, where necessary, adjustments to original plans in close coordination with other stakeholders, based on sound impact analysis of proposed change

    • Assist the IMQ Director (or designate) on quarterly project implementation and financial reviews, and follow up on budget adjustments (amendment requests) where necessary, according to donor requirements

    • Assist the IMQ Director with developing key relationships and partnerships with other INGOs, local NGOs and donors, and seek new funding opportunities to support the program as needed;

    • Work with IMQ technical team, Operations and Finance on lesson learnt/evaluation for continuous ministry improvement

    Requirements:

    • Bachelor degree/training in Social Science, Public Health or any related field
    • Minimum two year experience working in Humanitarian, social, NGO or public
    • Strong analytical, organizational, planning, facilitation, problem solving skills, and passion for innovation
    • Financial management and quantitative analytical skill
    • Demonstrated ability to work effectively in a collaborative team environment working virtually
    • Experience working in a multi-cultural team
    • Thorough knowledge of Microsoft Office
    • Good command of the English and Chinese, both reading and writing

  • Assistant DME (Design Monitoring and Evaluation) Officer (Station in Xian)

    Purpose of the position:

     

    He/she will assist DME Officer to conduct LEAPification in A&D, baselines, monitoring and evaluations and collaborate with ADPs for documentation of LEAP/IPM.

     

    Responsibilities:

    • Assist DME leader to provide technical assistance on A&D, baselines and evaluations with WV standards and accountability measures.
    • Help to ensure a sound monitoring system and maintenance of monitoring quality.
    • Cooperate with other offices of WVC to ensure contextualization of WVI new initiatives in the field.
    • Assist ADPs in documentation of information related to LEAP/IPM processes in a timely manner.

     

    Requirements:

    • Degree holder in community development and project management, or with related background in economics, sociology, social work, anthropology, geography or environment sciences, etc. Master degree is preferred.
    • 2 years of experience in development work or relevant work.
    • Practical experience to conduct Baseline survey, design, Evaluation and Monitoring process and tools.
    • Skills on designing qualitative data collection methodology, tools, analysis techniques and result interpretation.
    • Knowledge of poverty, development, participation, community mobilization.
    • Fluency in written and spoken Chinese (Putonghua) and English is essential.
    • Ability to work gracefully under pressure.
    • Knowledge on SPSS, MS Access, Epi Info is preferable.
    • Good training/facilitation skills in leading workshops and training.
    • Frequent travel to different project sites in China is required.
    • Candidates with more experience will be considered as DME Officer.

  • Risk Officer(Station in Guangzhou)

    The incumbent champions the risk management issues with Risk Owners of World Vision to ensure the organization is operating under acceptable level of risk in an effective and efficient manner.

     

    Responsibilities:

     

    • Facilitate risk update quarterly and challenge Department Heads (Risk Owners) for different perspectives so that the organization can be managed at an acceptable risk

    • Support and challenge Department Heads to upgrade their risk management in terms of generic risk management skills

    • Provide risk management oversighting and advisory support for department functional areas involving significant risk

    • Organize risk management training for staff, as necessary, providing inputs to generic risk management skills

    • Oversight risk management in Integrated Incident Management (IIM) handling and be a member of IIM Committee

    • Requirements:

       

    • Bachelor degree in the relevant stream is essential and relevant professional qualification is preferred

    • Prior experience in working out improvement in systems, policies and procedures with cross disciplined team.

    • Understand the industry requirements on risk management

    • Good communication, leadership and facilitation skills with good inter-relationship with cross disciplined stakeholders to forge enhancement in overall management systems, policies and procedures to address control issue and compliance issue

    • Fluent in written and spoken English and Chinese (Putonghua)

    • Competent in Chinese Microsoft Office

    • Candidate with more experience will be considered as Senior Risk Office
