  • Programme Quality & Impact Director (Hong Kong/Guangzhou/Kunming/Guiyang/Xian)

    As the Programme Quality & Impact Director, you will lead the operational performance for Programme Quality & Impact (PQI) Department of World Vision China, in alignment with the national strategic direction. You will lead the department staff within PQI and provide leadership on issues for these functions, coordinate support to the Operations project teams, and monitor the Operations project team performance in the areas under PQI, which includes but is not limited to: Advocacy, Child Protection and Development, Disability, Health, Migrant Children, Resilience and Livelihood, and Design, Monitoring and Evaluation (DME).

    You will seek to deliver sustainable impact in the lives of the most vulnerable children, and measuring and communicating impact at scale, through assuring programme quality that is fully aligned to World Vision global strategy, Our Promise. This will be achieved through leadership and technical advice in the programme design, monitoring, evaluation, accountability, learning and impact functions. This will support a wide range of programme design and implementation issues in line with World Vision’s program quality principles and standards, donor guidelines, and industry best practices to project teams to advance the delivery of high-quality programming to the poor and vulnerable communities in China.

    You will work with Operation teams to ensure quality, targeted and sustainable programmes that address the needs of the most vulnerable children (MVC), in alignment with WV global standards. This will include:

    • Providing technical support to project teams on WV development programme approach.
    • Providing technical assistance to design, monitoring, evaluation, and learning excellence in Programming.
    • Ensuring child protection minimum standards.
    • Orchestrating adequate technical support to ensure quality implementation of programmes.
    • Maximizing sustainable results and impact.
    • Developing systems and approaches to enhance the use of program data for adaptive management, decision-making and impact reporting.
    • Advancing a national evidence agenda, including national-level external-focused publications based on project data, to drive regional influence, impact, and income goals.

     

     

    Responsibilities:

    • Provide strategic leadership in the national office to strengthen and advance programme quality and evidence of impact —ensuring that there is a due understanding of vulnerability issues within the context and new strategies and programs address identified MVC needs and gaps

    • Ensure implementation of programming quality standards and associated Technical/National Programmes in the national office

    • Ensure adequate DME competencies and processes in place in the national office

    • Coordinate development and scale up of innovative methods in Programme Effectiveness that contribute towards achieving Our Promise

    • Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations

    • Coordinate and support the mobilization of technical expertise across the country, ensuring effective knowledge management, and continuous improvement of programming

    • Work with Operation, Regional and Global Teams to produce high quality reports that demonstrate evidence of impact

    • Partner with relevant institutions to produce research and quality reports to advance achievement of our mission

    Requirements:

    • Bachelor or Master degree in economics, business administration, public administration, international development or related field or field experience in relief/development combined with a technical degree such as agriculture, sociology, education, or public health.

    • Familiar with China context

    • Broad and deep experience in international development, including minimum 10 years in management roles and management

    • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, regional and local contexts

    • Program Design and Management: Experience in program life cycles management especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level

    • Excellent interpersonal skills with an enabling style. Able to work with highly motivated managers, and have the ability to mentor them

    • Good organizational and analytical skills

    • Good command of the English and Chinese, both reading and writing. Putonghua speaking is essential

    • Ability and willingness to travel domestically & internationally up to 30% of the time

  • Humanitarian & Emergency Affairs Manager (Hong Kong/Guangzhou/Kunming/Guiyang/Xian)

    Responsibilities:

    • Ensure the development and implementation of National Strategy to adopt and be aligned to the Disaster Management Standards and WV Partnership standards and requirement, and take into account first and foremost the welfare of the children and other vulnerable groups in the targeted communities

    • Ensure the organization is prepared/ready to respond to any type of emergency under Category I to III in the country. Specifically he/she will take charge in preparing the organization to respond to any emergencies and lead in its emergency operation/s

    • Responsible for resource development and management of bilateral and multilateral grants

    • Management of all DRM/HEA-related programmes/projects to ensure the contribution to improved community resilience to disasters and child wellbeing targets

    • Enhance the capacity of the community and the field staff to respond to any impending disaster by constantly keeping the volunteers and the Rapid Response Team Members active

    • Financial management: maximize the utility of funding resources for better stewardship and accountability

    • Customer Services: Effective and efficient services to concerned donors and support entities

    • Government and NGO relations: establishing and maintaining a working relationship that is transforming

    Requirements:

     

    • Bachelor degree in Social Science, Development and Education or equivalent substantial experience in the humanitarian field/sector

    • At least 5 years of experience on program management in various humanitarian emergencies and projects

    • Experience in the development and implementation of training programs and capacity building initiatives

    • Strong experience in project design and proposal writing and in assessment and data collection methodologies

    • Strong interpersonal, organizational and time management. Excellent English communication skills (oral & written)

    • Familiarity with humanitarian quality assurance mechanisms

    • Excellent analytical/ problem solving skill and detail orientation

    • Experience work with government bodies and networking with international agencies as well as liaison with various other stakeholders

  • Finance Manager (Hong Kong/Guangzhou/Kunming/Guiyang/Xian)

    To manage the financial transactions, treasury, financial accounting, financial reporting aspects and the day to day running of the finance function of World Vision China. To co-ordinate and provide financial management support to all levels of Management so that the WV China’s operations can proceed with adequate backing in financial management information, at an acceptable level of risks and supported by a competent team of finance staff.     Responsibilities:

    • Strategic Partnering with Finance Director and Senior Lead Team: Provide overall financial analysis, forecasting & projection, financial management to Finance Director and WVC management. Strategic, viable inputs and technical advice when deem necessary.

    • Financial Accounting, Monitoring & Reporting: Effective financial control are maintained, budget expenditures performance is monitored and analyzed in accordance to World Vision policies and guidelines

    • Budgeting & Forecasting: Collaborate and support annual and multi-year planning, assess fiscal requirement, prepare budgets and forecast trends.

    • Analysis & Planning: Develop detailed operational and financial plans to deliver annual objectives and targets including all stakeholders

    • Treasury Management: Manage the treasury function of WVC by ensuring appropriate liquidity levels are maintained for all bank accounts, manage investments to ensure smooth implementation of ministry.

    • Risk Management & Internal Controls : Determine the organization’s overall accounting policies in reference to generally accepted accounting principles (GAAP) and Global Finance Manual and internal control capacity to be established and improved

    • Staff Management: Lead and oversee day-to-day financial operation and to supervise the work and staff of Finance Department to ensure adequate support are provided to the field operation.

    • Capacity Building: Plan and co-ordinate training for finance staff on World Vision’s standards, systems requirements, procedures and reporting aiming at developing successors.

    Requirements:

    • Bachelor degree in Accounting and Finance, Master degree in Business management and / or Finance preferred

    • Possession of an account professional designation preferably HKICPA, ACCA, CIMA, CIA or other finance accounting professional qualifications

    • At least 7 years relevant working experience in leading finance and accounting operation

    • Strong budgetary, financial management and analytical skills

    • Good leadership, decision making & management skills

    • Excellent communication skill in working with people from different culture and disciplines

    • High level of computer literacy and knowledge in spreadsheets, word processing and accounting software. Advance skills in operating Sunsystems and Q&A is preferred

    The purpose of this post is to enhance the efficiency and effectiveness of the Executive Office by providing professional secretarial work and performing a role of liaison with Support Offices.

    Responsibilities:

    • Provide administrative and secretarial support for Executive Office and the National Director

    Requirements

  • Support Office Engagement Officer (Station in Guangzhou)

    JOB RESPONSIBILITIES

     

    •  Explore funding opportunities with Support Offices, negotiate and influence them for support.

    •  Enhance Support Offices' understanding and awareness of China’s needs. 

    •  Engage Support Offices and potentially Field Offices to promote collaboration in marketing strategy on fund raising from Chinese High Net Worth Individuals (HNWI) Diaspora in support of China’s ministry.

  • Risk Officer(Station in Guangzhou)

    The incumbent champions the risk management issues with Risk Owners of World Vision to ensure the organization is operating under acceptable level of risk in an effective and efficient manner.

     

    Responsibilities:

     

    • Facilitate risk update quarterly and challenge Department Heads (Risk Owners) for different perspectives so that the organization can be managed at an acceptable risk

    • Support and challenge Department Heads to upgrade their risk management in terms of generic risk management skills

    • Provide risk management oversighting and advisory support for department functional areas involving significant risk

    • Organize risk management training for staff, as necessary, providing inputs to generic risk management skills

    • Oversight risk management in Integrated Incident Management (IIM) handling and be a member of IIM Committee

    Responsibilities:

    • To provide technical support to health projects in China, with focus on Water and Sanitation and Hygiene (WASH), child injury and health/nutrition.   • Program Officer / Assistant Program Officer (Children-in-Ministry Department)(Station in Guangzhou)

    Purpose of the position:

    The position supports the design and implementation of Technical Programmes in areas of Child Protection, Education and Lifeskills and child participation in WV project areas. The position has to support Technical Lead to coordinate and develop capacity building for field operations and local partners for effective activity implementation. The position has to work closely with departments (including DME and Advocacy) in WV China and on quality programming and on identifying potential partnership with technical expects in Mainland.

    Responsibilities:

    • Provide technical input in specific subject matters in Child Protection, Lifeskills education and child participation

    • Capacity building for staff and other stakeholders matters in Child Protection, Lifeskills education and child participation

    • Identify and engage with partners at local and international level for project implementation

    • Design, implement, monitor and evaluate special funded projects that are addressing specific issues of children with vulnerabilities (e.g. child-focused programming, disability, children in crisis programming and children in emergencies).

    • Support/development of training modules, tools and guidelines to support Child protection and education programming

    • Identify new project initiatives, support the preparation of proposals and communicate with local partners

    • Identify and engage in higher level collaboration with provincial partners, INGOs, and LNGOs in mainstreaming of WV’s programmes

    Requirements:

    • Bachelor Degree or above in Policy, Public Administration, Social Sciences or equivalent fields, preferably focusing in child welfare and development, social work

    • Minimum 5 years of experience working (including project management) in specific technical subject matters (e.g. Education & Life Skills, Child Protection etc) or children related services.

    • Knowledge in planning of training outlines, preparing training materials and conducting training to sectoral practitioners (teachers, CBO workers and government officials)

    • Knowledge in the development and contextualization of programming tools and activity guidance in the subject matter

    • Strong skills for relating and working with children

    • Understand issues on the education, child protection, children development and child rights in Asia and international context and relationship to policies in China

    • Knowledge of project management and experience in project design and proposal development

    • Proactive and dedicated to coach a team of technical specialists who are with different cultural and technical background

    Responsibilities:

    • Work with field-based staffs and sectors to identify funding gaps, develop concept papers and prepare proposals

    • Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as necessary

    Purpose of the position:

     

    He/she will assist DME Officer to conduct LEAPification in A&D, baselines, monitoring and evaluations and collaborate with ADPs for documentation of LEAP/IPM.
